The Office performs two basic functions which are based on the division of functions and duties of the state to its citizens. The first is registration of its population, child protection and others, the second is creation of its own social policy, providing of education, creation of the sustainable environment, and providing of medical care etc.

Sociological composition is determined by  a large housing estate Černý most built in the 80s, which contains also a number of socially excluded localities. Addressing this issue is one of the biggest challenges of the district.
